THE PROPOSED DEVELOPMENT OF RESIDENTIAL APARTMENTS AND ASSOCIATED INFRASTRUCTURE ON RE/3420, SEA VISTA, ST FRANCIS BAY, EASTERN CAPE

The proposed apartments will be developed on RE/3420 Sea Vista, a suburb of St Francis Bay, Eastern Cape (GPS coordinates: 34°11'7.82"S| 24°51'3.87"E).

RE/3420 is 7693m2 of vacant land and is currently zoned for “Special Zone” use (refer to Appendix I for zoning certificate). The proposed development will be the construction of four (4) apartment blocks consisting of four (4) floors (including ground floor) each with a total of 36 units, a reception area, 81 parking bays, and paved pathways leading to future extension plans of a clubhouse and pool area.

Environmental Management Programme

This document accompanies the Basic Assessment Report and will be used to monitor, manage and mitigate constuction and operational aspects of the proposed development.

Screening Tools and Site Sensitivity Verification Report

As required to compliment a Basic Assessment application the national web-based screening tool was used to generate a screening report. The screening report lists a variety of specialist studies to be undertaken based on the data informants of the tool at the study area. This site sensitivity verification report, following ground-truthing of the site, motivates the reason why certain specialist studies will not be required or conducted for the proposed development application.

Zoning Certificate and Previous Municipal Plan Approval

The site was zoned as 'Special Zone' by the Kouga Municipality. In addition, a similar design layout proposal was submitted to the Kouga Municipality in 2008 and approved.
