Preferred Alternative:

The proposed development consists of the construction of an outside deck (281 m² with firepit) and a beach access boardwalk with viewing deck (98.3 m²), with a combined footprint of 379.3 m² located within 100 m of the High-Water Mark (HWM).

The intervention is intended to replace a previously existing structure lost to fire damage and has been designed to minimise environmental impacts while promoting sustainable coastal access and use.

The development of a deck within 100 meters from the HWM and a beach access boardwalk plus viewing deck.

The dimension of this alternative is: Boardwalk: 98.3m2 New decking and firepit: 281m2

No ablution facilities will be in this area so no sewage effluent applicable

The property known as Remainder of Erf 1627, Sedgefield is situated on The Island in the coastal town of Sedgefield, within the Knysna Local Municipality, Western Cape. The site is located immediately west of the Sedgefield central area, bordered by the Swartvlei Estuary system to the north and surrounded by a mosaic of residential and natural areas. The site falls within proximity to the Swartvlei, Hoekraal River, and Myoli Beach, with the Protected Natural Dune Fynbos area lying to the south. Access is primarily via local roads that connect to the N2 national route situated to the east of the property.

The entire property, like most of the low-lying areas in Sedgefield, is located within the Estuarine Functional Zone (EFZ; below the 5m contour) of Swartvlei Estuary. According to Dabrowski (2021), 11.4 ha of the 26.6 ha property lies between the 2.5m and the 3m amsl contours, while 3.7 ha is above the 3m amsl contour. This represents 43% and 14 % of the property, totaling 57 % above the 2.5m amsl contour.

The undeveloped property has been used for agricultural purposes as early as 1936 based on aerial imagery, and was cleared of vegetation. Thus the receiving environment is currently mostly transformed and with successive invasions by Invasive Alien Species has caused degradation of the fynbos ecosystem.

Based on site surveying the study area contains plant species representative of Dune Fynbos and Wetland ecosystems.

The site is currently vacant and the vegetation of the site is complex and comprised of multiple distinct types which are influenced by aquatic features, historical agriculture, and alien invasion. The latter was dominated by Port Jackson (Acacia saligna) 40%, Myrtle (Leptospermum laevigatum) 30%, Rooikrans (Acacia cyclops) 20% and Inkberry (Cestrum laevigatum) 10% (Approximate proportions provided by landowner). The site has recently been cleared of extensive stands of alien vegetation and very little remains thanks to the efforts of the landowner.

RE/1627 is situated approximately 137 meters from the Garden Route National Park of which SANParks are the custodians.

Approximately 90% of RE/1627 falls within a CBA Aquatic Area and the site is classified as a greenfield site.

The site is located in Keurboomstrand, a resort town near Plettenberg Bay in the Western Cape, under the jurisdiction of the Bitou Municipality.

The subject site is undeveloped, containing no existing buildings, services or infrastructure (with one exception being some decommissioned water pipelines and associated infrastructure). It is offset from the nearest road (Main Street) by the 27m width of the adjoining public place (Erf 391), which shares its northern boundary. Its southern boundary is delineated by the 25m wide road servitude set out for Main Road 394, which is the main access and entrance road for the whole of the Keurboomstrand town.

The proposal is to develop 2x group dwelling units on the eastern portion (referred to as “Erf 1180”, previously Erf 155) of Erf 1236. Approximately 2000m² of the 5 000m² subject site is earmarked for development.

It should be noted that the proposed development encompasses two interrelated components. The first involves the expansion of the existing Kinetic Catamarans manufacturing facility, while the second entails the upgrade of the South African Sea Cadet Corps – TS Knysna facilities located on the adjoining property. Both components are being assessed collectively under a single Basic Assessment process and are hereafter referred to jointly as “the development area.”

The development area is situated within the established industrial and maritime precinct along Main Road (N2) in Knysna, under the jurisdiction of the Knysna Local Municipality, Western Cape Province. The site occupies a prominent position on the northern shore of the Knysna Estuary, approximately 1.2 kilometres east of the Knysna Central Business District (CBD).

Location and Activity:
The Part 2 Amendment is for the Athina Estate development on Portion 66 and 67 of the Farm Brakkloof 443 in the Bitou Municipality, Plettenberg Bay, Western Cape. The Environmental Authorisation was issued on 31 July 2024 which approved the development of 9 residential stands with associated infrastructure and communal open space. A Part 1 Amendment was approved on 14 June 2024 for amendments to the SDP which included the realignment of the internal road and minor realignment of the five beachfront erven. The new proposed changes to the SDP are as follows:

The amendment of the Site Development Plan (“SDP”) to reflect a boardwalk instead of a footpath.
A revised layout proposed for the amendment of building plates that will have a slight increase in the development footprint of the building plates P06 and P07.
The inclusion of an additional development footprint area on building plate PO8 and removal of development footprint area from PO9 that will have a slight decreased in the development footprint for the two stands.
