The site is located in Keurboomstrand, a resort town near Plettenberg Bay in the Western Cape, under the jurisdiction of the Bitou Municipality.

The subject site is undeveloped, containing no existing buildings, services or infrastructure (with one exception being some decommissioned water pipelines and associated infrastructure). It is offset from the nearest road (Main Street) by the 27m width of the adjoining public place (Erf 391), which shares its northern boundary. Its southern boundary is delineated by the 25m wide road servitude set out for Main Road 394, which is the main access and entrance road for the whole of the Keurboomstrand town.

The proposal is to develop 2x group dwelling units on the eastern portion (referred to as “Erf 1180”, previously Erf 155) of Erf 1236. Approximately 2000m² of the 5 000m² subject site is earmarked for development.

It should be noted that the proposed development encompasses two interrelated components. The first involves the expansion of the existing Kinetic Catamarans manufacturing facility, while the second entails the upgrade of the South African Sea Cadet Corps – TS Knysna facilities located on the adjoining property. Both components are being assessed collectively under a single Basic Assessment process and are hereafter referred to jointly as “the development area.”

The development area is situated within the established industrial and maritime precinct along Main Road (N2) in Knysna, under the jurisdiction of the Knysna Local Municipality, Western Cape Province. The site occupies a prominent position on the northern shore of the Knysna Estuary, approximately 1.2 kilometres east of the Knysna Central Business District (CBD).

The property has historically been used by the Lovemore family for private recreational purposes over many years. Family members have regularly made use of the property for outdoor activities and informal camping, making use of the existing disturbed areas and the dirt road for access. These activities have generally been temporary in nature, with family members making use of tents and basic camping arrangements during visits to the property.

The intention of the current application is therefore not to introduce a new form of land use, but rather to formalise and better manage the family’s longstanding use of the property. The proposed development will provide structured and environmentally sensitive sleeping platforms and shared amenities that replace temporary camping arrangements currently used by the family. The overall nature and intensity of use of the property will remain consistent with its historic use by the Lovemore family.

Importantly, the proposed development is intended solely for use by members of the Lovemore family and their immediate guests and will not operate as a commercial tourism facility or public accommodation establishment.

Portion 76 of the Farm 216 is situated within 1.5 km from Brenton on Sea Residential Area, Knysna Western Cape and the Southern boundary boarders the Brenton Beach. The property is 21.01 hectares in extent.

The entire property is classed as Critical Biodiversity Area (CBA) which is defined as areas in a natural condition that are required to meet biodiversity targets, for species, ecosystems or ecological processes and infrastructure.

The main objective of a CBA area is to maintain it in a natural or near natural state, with no further loss of natural
habitat. Degraded areas should be rehabilitated. Only Low impact, biodiversity sensitive land uses are appropriate.

Taking the CBA into consideration a low impact route was followed during the planning stages of the alternatives in order to have the least impact on the receiving environment.

The proposal is to exercise the primary land use rights of the property, (i.e. construction of a main farmhouse and farm manager’s house). The development proposal entails the following:
(i) The construction of 1one (x1) main dwelling house to be situated in the southwestern corner of the property
(3000m²).
(ii) The construction of a new internal road to provide access to the southern portion of the property.

Erf 301 Hoekwil is a vacant smallholding of 3.92ha in extent, located in Hoekwil (Wilderness Heights). The property overlooks the Touw River and Ebb & Flow Rest Camp (Garden Route National Park) to the east, and the Village of Wilderness to the west. Access to the property is from Whites Road leading from the Village around the Wilderness Heights area with a circular route from the west to east and again reaching Heights Road in the west. The section of Whites Road passing Erf 301 Hoekwil is a provincial road, Divisional Road 1621.

Project Proposal: The development of a 3-bedroom single residential dwelling with garage, access driveway, six (6) small guest units called “Pods”, and guest parking. The total development footprint is 1566m2 with a total coverage of 3.9%. Pods will each comprise a single bedroom, along with supplementary living amenities and adjoining bathroom.

Location: Erf 301 Hoekwil (Wilderness Heights), Wilderness in the George Municipal Area of the Western Cape. The GPS coordinates to the property is 33°59’28.81"S, 22°33’36.17”E.

The Applicant (Kobus Smit) has proposed development on Portion 59 of Farm 216 (Referred to as the property throughout the report. The property has been investigated by a team of specialists (Terrestrial, Plant, Faunal, and Aquatic) in correlation with the Environmental Assessment Practitioner.

The following holds relevance to the environmental considerations:
•The current vegetation in areas proposed for development is highly modified.
•Apart from the adjacent Knysna Estuary, no additional aquatic sensitivities have been identified.
•No faunal SCC have been identified on the property.

Four distinct structures will be developed as part of the proposed project, all collectively referred to as “the proposed development.” These structures are outlined in the Basic Assessment as follows:
•Manager's Accommodation Units
•Conference Centre and Tourist Facilities
•Garages
•Entertainment Facilities

The majority of the proposed development will take place on areas that have already been disturbed. Consequently, no alternative plan was considered more suitable. This option presents the least environmental impact and does not necessitate changes to the current planning and design.
